Rand was born in Pittsburgh, but he attended Brazoswood High School in Lake Jackson, Texas, where he grew up. He enrolled at Baylor University in 1981. While attending Baylor University, he was a frequent contributor to the student newspaper The Baylor Lariat. He was also a member of the university’s NoZe Brotherhood, a collegiate society. He left college to pursue a medical degree at the Duke University School of Medicine.
He earned his medical degree in 1988 and completed his residency in 1993. He later became employed by John Downing of Downing McPeak Vision Centers. He then began working at the Graves Gilbert Clinic in Bowling Green, where he remained for ten years before opening his own clinic. During his medical career, he also provided free eye surgery to needy people in underdeveloped countries. In 1997, he established the National Board of Ophthalmology (N.B.O.). In 2009, he established the Southern Kentucky Lions Eye Clinic, a non-profit organisation that provides eye care for those in need. At Baylor University, he also served as president of the local Young Conservatives of Texas chapter. In 1994, he founded the anti-tax organisation Kentucky Taxpayers United. In 2009, Paul, a lifelong Republican, began to participate in actual politics. He subsequently declared his candidature for the U.S. Senate as a Republican. He prevailed against Trey Grayson. In the general election held on July 5, 2011, he defeated Jack Conway to become Kentucky’s junior senator. Later in 2012, he made headlines for what appeared to be a Republican nomination for president. However, it was not until 2015 that he declared his intention to run for president. The senator was officially re-elected on November 8, 2016. He proposed legislation to replace the Affordable Care Act that, unlike Obamacare, included a $5,000 tax credit for each individual and did not mandate that all individuals carry health insurance.
Paul married Kelley Paul in 1990. Kelley is a freelance writer. They have three children as a family unit. One ear of Paul is deaf. Currently, he resides in Bowling Green, Kentucky. Paul was assaulted by his 59-year-old neighbour, Rene Boucher, while he was mowing his lawn while wearing noise-canceling earbuds on November 3, 2017. Boucher was arrested and charged with fourth-degree assault, but after posting a $7,500 bond, he was released. It was initially believed that Paul’s injuries were minor, but it was later discovered that the attack had fractured six ribs and punctured his lungs. On November 9, 2017, Boucher was charged with assaulting a member of Congress and sentenced to 30 days in prison followed by one year of supervised release.
