Additionally, he is the sibling of Andrea, Ebony, and Malik. At Paterson Catholic High School, he participated in athletic competitions as a wide receiver and defensive back. Cruz ascribes his accomplishments to his mentor, Andrew Slome. Cruz was named to the All-State team with 19 touchdown receptions on 42 passes, contributing to his team’s unblemished record. He subsequently attended the all-male college preparatory Bridgton Academy. During his one-season tenure, he amassed 47 receptions for 869 yards and eight touchdowns.

Although Cruz enrolled at the University of Massachusetts, juggling athletics and academics proved to be a challenge. Cruz, despite not making his UMass football team debut until his third year, ranked fourth among all UMass receivers with 131 catches. Cruz entered the 2010 NFL Draft; however, he was not chosen. He was signed by the New York Giants the day after. After attaining eligibility to compete for the university in 2007, he graduated in 2010 with a Bachelor of Arts in Afro-American Studies. In addition to accumulating nearly 2,000 receiving yards and eleven touchdowns throughout his collegiate career, Victor was named a first-team All-Colonial Athletic Association wide receiver in both 2008 and 2009.

He assisted the New York Jets in a 31-16 preseason victory over the Giants in August 2010 by accumulating three touchdowns. Cruz sustained a hamstring injury in his first three games of the season and was subsequently placed on injured reserve for the remainder of 2010.
