Chhattisgarh government restores 58% quota in educational institutions

The state was able to increase the educational opportunities to 58 percent, with 32 percent reserved for STs, 12 percent for SCs, and 14 percent for OBCs.

Chhattisgarh government restores 58% quota: In order to provide a total reserve of 58 percent, the Chhattisgarh government has decided to finish the admissions process in educational institutions under the current reservation.

The decision was made during a state cabinet meeting that was presided over by chief minister Bhupesh Baghel and was based on a temporary order issued by the Supreme Court. A 2012 state government order to enforce a 58 percent reservation in government job appointments and admissions to educational institutions was declared unconstitutional by a high court ruling that this order halted.

The previous Raman Singh administration changed the reservation system in 2012, granting 32 percent for Scheduled Tribes (ST), 12 percent for Scheduled Castes (SC), and 14 percent for other backward classes, bringing the total allocation to 58 percent. The state supreme court, however, overturned the order in 2022, claiming that any reserve greater than 50% is unlawful. The situation was then appealed to the Supreme Court.

Tribal people protested when the high court’s decision cut the reservation quota for SC/ST communities to the same level as Madhya Pradesh, which had a 20% ST quota. In the state assembly in December 2022, the Bhupesh Baghel administration enacted two bills amid discontent among the tribal people. These legislation sought to raise the quota percentages for the Scheduled Tribes (STs), Other Backward Classes (OBCs), Scheduled Castes (SCs), and Economically Weaker Sections (EWS) to 32 percent, 27 percent, 13 percent, and 4 percent, respectively. With this change, the state’s overall reservation rate would have reached 76 percent.

Anusuiya Uikey, the then-governor of Chhattisgarh, was asked to sign off on the measures. The measures have been pending since then, but she hasn’t yet given her consent.

Statewide political unrest has been provoked by the Governor’s delayed assent. The Governor has been accused by the government’s dominant party, the Bharatiya Janata Party (BJP), of purposefully delaying the bills. These accusations have been disputed by the BJP, who claims that the Governor is only following the law.

The Supreme Court issued a temporary order suspending the ruling of the high court until May 2023. As a result of this growth, the state was able to increase the overall reservation for public employment and educational opportunities to 58 percent, with 32 percent reserved for STs, 12 percent for SCs, and 14 percent for OBCs.

On August 15, the chief minister is expected to make a big statement on the provision of free bus service to students at educational institutions who possess identity cards.

When a young person requested free bus transportation to get to college during the Raipur youth discussion programme, CM Baghel said he would take his request into consideration.
