Competitive students have suffered a setback due to the cancellation of the result of the preliminary examination due to non-reservation of ex-servicemen in the Combined State / Upper Subordinate Services (PCS) 2021 of Uttar Pradesh Public Service Commission. Earlier, in PCS 2018 also, the commission had to revise the result of the preliminary examination due to a dispute regarding horizontal reservation of women candidates.

On October 5, 2019, on the orders of the High Court, the Commission had revised the result of PCS 2018 Preliminary Examination. After the amendment, 160 women candidates had to be declared successful for the main examination giving the benefit of horizontal reservation. These women candidates were residents of states outside UP.

Considering the mandate providing reservation to women candidates domicile of Uttar Pradesh as ineffective, the High Court had ordered to modify the selection list of women in PCS 2018 Pre. According to the mandate dated 9 January 2007 in the pre results released on 30 March 2019, 20 percent horizontal reservation was given to women candidates of Uttar Pradesh. Whereas the High Court, while hearing a case on January 16, 2019, rejected this mandate. In PCS 2018 itself, 17 candidates who had failed in the preliminary examination had filed a petition in the High Court demanding the cancellation of six questions whose two answer options were considered correct and the result was released by the commission.
