The O.A.S. is an umbrella organisation comprised of all countries liberated from colonial oppression, including the United States, Argentina, Bolivia, Brazil, Costa Rica, Cuba, Chile, Colombia, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay, and Venezuela. The organisation works to strengthen the global cooperation of American states and functions as a union that defends the independence, territorial integrity, and sovereignty of its member states.

The day is commemorated with a series of official ceremonies, beginning with a display of the solidarity flags of all Pan-American union nations. Flags are displayed on every public structure.
