Constitution Day (Dominican Republic) 2023: Every November 6, the Dominican Republic observes Constitution Day as a national holiday. From November 6 until 2011, the federal holiday was observed on the subsequent Monday in order to provide Dominicans with a triennial weekend. Constitution Day is observed to commemorate the ratification of the first constitution of the nation subsequent to its independence from Haiti. It was a liberal declaration that incorporated well-known concepts and fundamental liberties, including checks and balances and the separation of powers. A year later, nevertheless, an authoritarian regime supplanted the democratic one, and a novel constitution was formulated.
1844 was a turning point for this Caribbean nation formerly known as Santo Domingo prior to the 20th century. The nation proclaimed its autonomy from Haiti in February, and the inaugural constitution was ratified in San Cristóbal, a village in the vicinity of the capital Santo Domingo, on November 6. The document advocated for a presidential form of government characterized by numerous liberal attributes, drawing inspiration from the Constitution of the United States.
The following year, the Dominican constitution was altered to accommodate the rule of an autocratic dictator. To achieve his objectives, the despotic Rafael Trujillo routinely amended the constitution. The Dominican Republic has thus possessed a total of 39 constitutions. After Trujillo’s death in 1961, the document underwent another modification to facilitate elections and the transition of power to a provisional Council of State. Despite undergoing amendments, the 1962 constitution largely retained the legislation that Trujillo had enacted, which contributed to its lack of popularity.
1964 saw the drafting of a new, considerably more liberal constitution by the democratically elected social democratic administration of Juan Bosch. The legislature was strengthened and a comprehensive list of fundamental rights was incorporated into the Constitution of 1966. Additionally, a vast array of authority was delegated to the executive branch, including emergency powers. Another constitution was formulated by the Dominicans during the regime of Joaquin Balaguer and his political party. Bosch and his adherents spearheaded a revolution in 1965 with the objective of reinstating the liberal 1963 constitution in the name of constitutionalism. Amendments were subsequently implemented in 1994 and 2002.
