A few centuries ago, in 803 A.D., Charlemagne established a small nation as a mere buffer zone in order to halt the advance of Islamic Muslims into France. Louis I, the Pious, son of Charlemagne, decided to give the citizens of that nation a charter of liberties so they could effectively resist the Islamic Moors.

Later in the 13th century, Andorra became a co-principality because it was jointly governed by two princes: the leader of France and the Spanish Bishop of Urgell. By 1993, the nation realised it needed to refresh and renew its laws and constitution, as well as its laws. In an effort to join the United Nations and Council of Europe, this was done.
