Daylight Saving Day 2023: History

Although civilizations have adjusted their clocks to coincide with the rising and lowering of the sun since ancient Rome, it wasn’t until 1895 that New Zealand entomologist George Hudson proposed the modern Daylight Saving concept. With his presentation to the Wellington Philosophical Society, he put forth a proposal for a daylight saving shift of two hours. He subsequently published a paper in 1898 in response to significant interest from the city of Christchurch.

Nevertheless, numerous publications and historians attribute Daylight Saving Time to the English architect and outdoorsman William Willet, who came up with his own solution in 1905 after noticing how many Londoners spent the majority of a summer day asleep. Two years later, in the summer, he published his proposal to move the timepieces one hour forward. On February 12, 1908, Robert Pearce, a member of parliament representing the Liberal Party, proposed and introduced the inaugural Daylight Saving Bill to the House of Commons. Despite this, the measure failed to pass into law, and in the years that followed, a number of other bills also failed.

On July 1, 1908, Port Arthur, Ontario became the inaugural municipality worldwide to implement Daylight Saving Time. Soon thereafter, Orillia, Ontario followed in the city’s footsteps. In an effort to conserve coal during the war, Austria-Hungary and the German Empire implemented Daylight Saving Time on April 30, 1916. Soon after, other neutral European nations, including Britain and its allies, did the same. Aside from Russia and a few other nations, which adopted the concept the following year, the United States did so in 1918. After the conclusion of the conflict, numerous legislators opted to discontinue Daylight Saving Time, except for certain regions of the United States, Canada, the United Kingdom, France, and Ireland. Due to the energy crisis of the 1970s, it was extensively adopted in the United States and Europe, and it once again became prevalent during World War II.
