By the end of the 19th century, James Bryce, a member of parliament, had initiated a campaign for public access to the surrounding areas and a bill that authorised unrestricted roaming. The bill was defeated, but the campaign continued.

At the beginning of the 20th century, there was a growing demand for public access to the countryside, particularly as a result of extensive industrialization and urbanisation. In the 1930s, public demand for greater access to the countryside was at its peak, and by 1932, people were engaging in “mass trespassing.” By 1936, leisure activity enthusiasts and nature conservationists urged the government to establish national parks. In 1949, the government enacted legislation to establish national parks in order to preserve and enhance their natural attractiveness.
