The Haitian flag was authorised on the final day of the Arcahaie Congress, May 18, 1803. The convention produced two significant outcomes: the establishment of a unified leadership of the revolutionary army under the paramount authority of Jean-Jacques Dessalines, and the adoption of a flag by the indigenous population.

The flag was devised by Jean-Jacques Dessalines by removing the white centre of a French tricolour. His goddaughter Catherine Flon sewed the remaining horizontal bands together, converting the tricolour into the bicolor. It is said that the blue in the Haitian flag represents Haitians of African descent, while the red represents “Gens de couleur,” or “people of colour” in French.

The flag has been altered numerous times throughout the years. The bands became perpendicular in 1804. On occasion, a red and black variation has also been utilised. The current flag was authorised on February 17, 1986, following the resignation of Jean-Claude Duvalier, and reaffirmed a year later with the official approval of the constitution on March 29, 1987.

The creation of the first flag was a pivotal moment in Haitian history, and on May 18 it became an annual event. 1919 saw the addition of Universities Day to the celebrations by the government. Due to the U.S. occupation of Haiti, which began in 1915, the government deemed it crucial to emphasise the educational system.
