The Committee for European Economic Cooperation established the European Customs Union Study Group (E.C.U.S.G.) in 1948 to look into the viability of establishing one or more inter-European customs unions. To increase the effectiveness of customs administrations throughout the world, the Customs Cooperation Council (C.C.C.) was established in 1952 as a result of this. The C.C.C. met for the first time on January 26, 1953, and 17 founding members attended. In 1983, the group established International Customs Day. The C.C.C. became a worldwide organization in 1994 and changed its name to the W.C.O. following several decades of growth and expansion outside of Europe. The W.C.O. has its headquarters in Brussels, Belgium.

The W.C.O. has contributed to the global establishment of standards for effective customs administration since its founding.
