Local Government Day 2023: Date, History, Facts about Philippines

The Constitution of the Philippines recognizes the function of local governments. Local governments serve as the foundation of the entire government structure, and the direct influence of local government actions on the average citizen is greater than that of national government activities.

The 10th of October is designated as Local Government Day by Proclamation No. 63, which was issued by former President Fidel Ramos on October 2, 1992. The decree recognizes the contribution of municipal government organizations to the process of nation-building. Republic Act No. 7160, commonly referred to as the Local Government Code of 1991, was enacted into law on October 10, 1991. It falls on the 31st anniversary of its enactment in 2022.

The background of Local Government Day

Local governments and their agencies are more familiar to the average citizen than national or provincial governments, and local issues preoccupy them more than those of the provincial or national level.

During the early 1950s, an organization was established by presidential delegates to municipal and provincial administrations with the purpose of advocating for modifications and the official approval of the Local Autonomy Bill. Approval of the Local Autonomy Bill of 1957 in 1957 facilitated the election of a league of local government officials. The expansion of the local government structure occurred subsequent to the ratification of the Barrio Charter, which officially acknowledged the barrio as a distinct local government unit. In addition to genuine authority and power, the group advocated for the material resources necessary to rule and provide services. The organization subsequently participated in the internal revenue allocation process.

The entirety of the Philippines is under the administration of the President. Nevertheless, the Philippines is partitioned into more localized entities known as political subdivisions for administrative purposes. Examples include municipalities, provinces, cities, and barangays. In particular, these political entities possess significant autonomy with regard to local affairs. Nevertheless, they remain under the general supervision of the Chief Executive through the Secretary of the Department of Interior and Local Government (D.I.L.G.). With regard to tax collection, law enforcement, and other governmental responsibilities that the federal government may delegate to these local governments, they function as agents of the federal government.
