Hoeven was the inaugural governor of the United States to issue a formal proclamation in recognition of deployed soldiers. The 26th of October was designated as the yearly observance date due to the fact that it coincided with the birthday of David Hosna, an active-duty U.S. Army lieutenant colonel in Iraq and cousin of Aberle.
Hoeven, a United States senator at the time, sponsored a resolution in 2011 that received unanimous approval and designated October 26 as National Day of the Deployed. Subsequently, the holiday has been formally observed in all fifty states.
