However, people didn’t always view them as heroes. A law against brokers was passed in 1603 and was in effect until 1872 with the intention of undermining counterfeit brokers in London. Fences were the name given to brokers in this group. The Pawnbrokers Act of 1872 in England created laws to safeguard pawnbrokers who inadvertently sold stolen goods. It also set general principles that still characterize the market today, such as the interest rate on pawned assets.
