Johann Friedrich Oberlin, a Frenchman, is attributed with introducing early childhood education. Oberlin provided child care for parents laboring in the fields by establishing an infant school for the care and education of very young children.

Other educators imitated him and a series of “halls of refuge” (salles d’asile) were established. These institutions were then transformed from private to state-funded and integrated into the national educational system. After a while, their official appellation was changed to “écoles maternelles.”

Robert Owen, a cotton mill owner in Scotland, founded the first infant school in Great Britain, New Lanark, for the children of his mill employees.
