The N.C.C.A. Anniversary is celebrated annually on April 3. N.C.C.A., which stands for National Commission on Culture and the Arts, is the Philippines’ official government agency for culture. It is the policy-making, grant-making, and coordinating body for the preservation, development, and promotion of arts and culture. It administers the National Endowment for the Arts and the National Endowment for the Humanities for the sole purpose of implementing culture and arts programmes and initiatives.

The background of NCCA Anniversary

The Alliance of Artists for the Creation of a Ministry of Culture (A.A.C.M.C.) formulated and adopted a proposal to establish a Ministry of Culture on March 12, 1986, after the People Power Revolution overthrew the dictatorship of President Ferdinand E. Marcos. On January 30, 1987, the Presidential Commission on Culture and the Arts (PCCTA) was established. In 1992, under a new constitution, Congress enacted Republic Act No. 7356, which established the N.C.C.A. and replaced the P.C.C.A.

In order to harmonise the delivery of cultural services, the N.C.C.A. prompted the cultural agencies attached to it to review their extant mandates and programmes. The Cultural Center of the Philippines (C.C.P.) became the national coordinating centre for the performing arts; it aimed to shed its ‘elitist’ image by bolstering its outreach programmes and forming partnerships with local arts councils.

The N.C.C.A. created the first ‘Sentro Rizal’ in the N.C.C.A. building in Intramuros, Manila, on June 28, 2011 to commemorate the 150th birth anniversary of Jose Rizal — a venerated man with great artistic talent. It seeks to educate expatriate Filipinos about Philippine culture and art. As of May 2016, 18 Sentro Rizal offices are located throughout the globe.

Section 65 of the 2017 General Appropriations Act (G.A.A.) mandates the transfer of public funds to civil society organisations by government agencies implementing programmes and initiatives. Therefore, the N.C.C.A.’s Board of Commissioners approved a resolution outlining the accreditation requirements for individuals, organizations, and government agencies to be eligible for their grants. N.C.C.A. grants are available to government agencies, civil society organizations, peoples organizations, indigenous peoples organizations, individuals, local government units, state universities/colleges, and public institutions.
