Pet stores are the primary distributors for puppy mills and are essential to their operation.

The U.S. government permits dog breeding facilities, but many illegal Puppy Mills operate and sell puppies to pet stores.

The puppies are bred in factories and transported across the United States; for instance, they may be raised in the Midwest and transported by vehicle to Southern California or Florida.

During these lengthy voyages, animals may go up to 12 hours without food or water and are confined in a small space with poor ventilation and sanitary conditions.
