The Anniversary of the Statute of Westminster 2023: Annually, December 11th is designated as the Statute of Westminster Anniversary. In the early 1920s, Canada started to assert its independence in international affairs. Without first obtaining the consent of his Parliament, Prime Minister William Lyon Mackenzie King refused to assist British occupation forces in Turkey in 1922. Afterwards, in 1923, Canada joined the United States in a fisheries treaty without first requesting approval from Britain. Canada appointed Vincent Massey as its first Canadian minister and opened an embassy in Washington, DC, in 1926. He was thus the first-ever Canadian diplomatic envoy to be assigned to a foreign capital.
A more formal step was taken in 1926 with the Imperial Conference. It provided the Balfour Report from earlier that year with a solid legal foundation. According to the report, there was “equal in status” between Britain and its Dominions under the constitution. At the 1929 Conference on the Operation of Dominion Legislation, efforts to modify the intricate legal system of the Commonwealth were pursued. The 1930 Imperial Conference provided more evidence that the Dominions needed more control over their legislative processes. The British Parliament passed the Statute of Westminster on December 11, 1931. The Dominions approved and requested that this be done. This statute affirmed the legislative independence of the Dominions. It wasn’t until December 11, 1931, that Canada became fully independent legally.
