The 2019 Art McNally Award was presented to Leavy for his “exemplary professionalism, leadership, and commitment to sportsmanship on and off the field.” The senior vice president in charge of officiating, Walt Anderson, said of Leavy, “Bill was a terrific official and an even better person. Bill served as a kind and considerate mentor to numerous young government employees. The fact that he received the Art McNally Award is indicative of his altruistic approach to his officiating duties. His passing has devastated the entire football officiating community, as his exemplary character was a constant source of admiration throughout his career.
