According to responding officers, Ryker D. Mann, 30, was found incapacitated in the driver’s seat of a moving vehicle. After Mann awoke, he attempted to reverse out of the parking spot, but authorities stationed a patrol car behind the fender to prevent him from leaving.
Police allegedly discovered a weapon in Mann’s pocket, and he resisted arrest. Officers claimed they eventually subdued Mann with a Taser. During the altercation, officers reportedly discovered a loaded 22-caliber revolver in the vehicle.

After being released, he was arrested on warrants from Clackamas and Clatsop counties. His new charges include narcotic possession, interference with law enforcement, and two counts of felony weapon possession.
