18 years old Antwain Ulmer is a Cheverly, Maryland, resident. The 18-year-old is accused of killing Charles Sullivan, a 30-year-old resident of Northeast D.C., with intent to kill while carrying a weapon and is facing significant charges.

On July 9, around 12:25 a.m., the D.C. police responded to reports of shooting in the 700 block of Kenilworth Avenue NE. Charles Sullivan, a 30-year-old resident of Southeast Washington, was found dead when they got there. Tragically, he had been shot to death. According to a department press release, Ulmer made the decision to waive his right to a hearing before extradition. As a result, he was quickly taken into district custody.
