Minnesota Department of Revenue reprints 8,000 expired tax refund checks, valid for two years, following a May 2023 law allowing 2.1 million Direct Tax Rebate payments.

1300 Stimulus Payment Schedule: The Minnesota Department of Revenue has reprinted 8,000 one-time tax refund checks that had expired and were uncashed. These new checks, which are valid for two years, have been mailed to the recipients’ most recent addresses on file.
A law passed in May 2023 authorized approximately 2.1 million Direct Tax Rebate payments, totalling almost $1 billion. Eligibility and amounts were based on 2021 income tax or property tax refund filings.

To be eligible for the rebate, individuals must have been Minnesota residents for all or part of 2021. They needed to file the Minnesota Individual Income Tax (2021 Form M1), the Homestead Credit Refund (2021 Form M1PR for homeowners) and the Renter’s Property Tax Refund by December 31, 2022.
Furthermore, their 2021 adjusted gross income for married joint filers had to be $150,000 or less; for all other filers, it had to be $75,000 or less. Additionally, they had to be excluded from being listed as dependents on someone else’s income tax return for Minnesota in 2021.
People who have died since January 1, 2023, are not eligible for the return. If an eligible couple filed jointly for 2021 and one spouse died before January 1, 2023, the remaining spouse is still entitled to the full refund amount.
Distribution of the initial payments has already taken place. When direct deposits failed, checks were mailed until September, after which direct deposits were given priority. Late last year, some checks that had expired were reissued.

The Missoula, Montana-based Submittable Holdings Inc. sent the reissued paper checks in plain white envelopes. After the date of issuance, these checks are good for 60 days. The payments can be given to the Unclaimed Property Division of the Minnesota Department of Commerce if they are not cashed.
Taxpayers who did not get their payment are encouraged to check the qualifying requirements set by the Minnesota Department of Revenue. Those who meet the requirements but did not get a check can contact the department by email at mntaxrebate@submittable.com or by calling (651) 565-6595.
