CalWorks Payment October 2023: The effectual The CalWORKs program will undergo significant adjustments on October 1, 2023, affecting income reporting thresholds, aid payments, and related benefits.

First, the CalWORKs Income Reporting Threshold (IRT) will be revised, and any income exceeding this threshold must be reported within 10 days if it occurs between semi-annual reports or annual recertifications.

This comprises the assistance unit’s earned and unearned income. The IRT reporting amount is 55% of the federal poverty level for a family of three plus the most recent income used to determine the assistance unit’s grant.

When income in excess of the IRT is reported, the county must determine if it is anticipated to persist. If so, the CalWORKs grant amount must be recalculated using the new income, and if the grant amount decreases, the recipient must be given timely and ample notice.

CalWORKS will be terminated with notice if the recipient’s new income exceeds 130 percent of the federal poverty level.

Some cases may exceed the IRT but fall below 130% of the federal poverty level, making them ineligible for a financial grant but still eligible for supportive services and CalWORKs special needs.

Effective October 1, 2023, significant changes are coming to the CalWORKs program, impacting income reporting thresholds, aid payments, and related benefits.

Firstly, the CalWORKs Income Reporting Threshold (IRT) will be updated and income exceeding this threshold must be reported promptly, within 10 days, if it occurs between semi-annual reports or annual recertifications.

This includes both earned and unearned income for the assistance unit. The IRT reporting amount consists of 55 percent of the federal poverty level for a family of three, plus the most recent income used to determine the assistance unit’s grant.

Assistance units with no income or only unearned income must report income changes only if they acquire new earned income exceeding the IRT when combined with other earned income.

When income over the IRT is reported, the county must assess whether it’s expected to continue. If so, the CalWORKs grant amount must be recalculated using the new income, and if the grant decreases, timely and adequate notice must be given.

If the new income exceeds 130 percent of the Federal Poverty Level, CalWORKs will be discontinued with notice.

Some cases may fall above the IRT but below 130 percent of the Federal Poverty Level, rendering them ineligible for a cash grant but still eligible for supportive services and CalWORKs special needs.

Is CalWORKs giving extra money in 2023?

The CalWORKs Maximum Aid Payment (MAP) will increase by 3.6% on October 1, 2023. In addition, the 10% MAP increase set to expire on September 30, 2023, will continue.

However, this 3.6% MAP increase may result in a reduction in CalFresh benefits. By September 20, 2023, counties must provide written notice of any CalFresh grant reduction resulting from the MAP increase.

These modifications will have an effect on CalWORKs recipients, requiring timely reporting of income and introducing adjustments to aid payments and related benefits, necessitating careful consideration and communication on the part of both the assistance units and the counties involved.
