Colorado Stimulus Check 2025: Eligibility Rules and Payments Date

Colorado will send out 2025 stimulus refunds through its TABOR program. Payments depend on income, residency, and filing status.

Colorado Stimulus Check  November 2025: Colorado has a very different kind of tax refund system called the TABOR refund program. It has been in the state constitution since 1992. The rule says the state must return money to taxpayers when the government collects more money than the allowed spending limit. This limit changes each year to match inflation and the state’s growing population.

In the 2024 fiscal year, the economy grew fast and created a big surplus. This extra money triggered the TABOR refund again. State officials said the total refunds will reach $293.3 million. The money comes from higher state sales tax revenue, and payments started going out in 2025.

Not everyone gets the same amount. The refund depends on the adjusted gross income a person listed on their 2024 federal tax return. Colorado uses this method so the refund amount fits each person’s financial level.

Who can Receive the TABOR Stimulus Check?

To get the refund the people have to follow several basic rules.

  • The person must have lived full-time in Colorado from January 1 through December 31, 2024.
  • They also must have turned at least 18 years old before January 1, 2024. The state does not accept part-time residency for this payment.

Application process

The state made the application process simple. You get the refund by filing your regular Colorado state tax return using form DR 0104. If you are a low-income taxpayer and you use the Property Tax, Rent or Heat Rebate (PTC) form, the TABOR refund is already included in that same form. There is no extra step and no special application.

The rules say people claimed as dependents on someone else’s tax return cannot receive the payment. Nonresidents also cannot qualify. Even people who lived in Colorado only part of the year do not qualify. There is no upper income limit for eligibility, but the refund gets smaller in the higher income groups listed in the allocation table.

How the State Calculates and Sends the Refund?

The refund amounts are decided by the Colorado Department of Revenue. Each payment goes to the taxpayer who filed the return, and dependents are not counted. When a married couple files a joint return, the state doubles the refund for that income bracket. The state shared the full payment chart on October 17, 2024, and it shows the exact refund amount for every income group.

The refund amounts go up in a way that is not perfectly even

  • A single person who earns between $0 and $53,000 gets $177
  • The next income group gets $240
  • The highest refund for a single filer is $565 for anyone who earns more than $302,000.
  • The biggest refund possible is $1,130 for people in the top income range.

To get the payment the taxpayer should use the banking or mailing information they put on their tax return. Direct deposit is the fastest because the state sends the money straight to the bank account written on form DR 0104.

If no bank information is listed, the Department of Revenue sends a paper check to the address on the return.

When Payments Are Being Made

The mass payment cycle started in mid-October 2025. The state first focused on taxpayers who filed early or who filed electronically. Most refunds for people who filed on time are being paid between November and December 2025.

People who asked for an extension and filed before the October 15 deadline may wait longer. Their refunds are expected to arrive in early 2026.
