New York $400 Inflation Refund: New York state has decided to send up to $400 one-time “inflation refund” checks to about 8.2 million households to help them cope with the rising prices. Provision of relief to individuals and families struggling with the uptrend in living costs is the goal of this measure that Governor Kathy Hochul announced. The deliveries start Friday, September 26, 2025, and will be made throughout October and November.
Only the taxpayers who submitted a resident income tax return (Form IT-201) for the state of New York (NY) for the year 2023 are eligible to receive the inflation refund check. Moreover, the recipients should be within the stated income thresholds and should not be dependents on another taxpayer’s return. The dollar values of the refunds are organized as follows:
People will receive these payments automatically; they do not need to apply or take any action to get the money.

New York State Department of Taxation and Finance started mailing refund checks late September 2025. It has already been underway for some since 26 September. Due to the large number of recipients, the distribution will span several weeks and, therefore, go on until November. On a rolling basis, checks are being mailed, and they are not arranged by zip code or locality; hence, the time of arrival may differ between recipients.
Governor Hochul explained that the inflation rebate checks are essentially a gesture from the state due to the higher sales tax revenue that it has collected because of inflation. She described it as, “It is your money, and we are returning it to you.” The move is only a fraction of the bigger plan to ease the financial burden of the New Yorkers, especially when they are facing the cost of living such as food, energy, and housing.
The checks are being distributed all over New York State with many recipients in various regions, such as:
1. New York City: 3.53 million
2. Long Island: 1.25 million
3. Mid-Hudson: 924,000
4. Western New York: 585,000
5. Finger Lakes: 513,000
6. Capital Region: 475,000
7. Central New York: 321,000
8. Southern Tier: 251,000
9. Mohawk Valley: 198,000
10. North Country: 156,000
These are the numbers showing the program’s wide coverage and its potential to give enough financial help to a large segment of the state’s population.
