The Office of Economic Self-Sufficiency (ESS) of the Florida Department of Children and Families oversees the federal SNAP program and is in charge of establishing a person’s eligibility based on federal regulations.

Funds are loaded onto the Access Florida Card, the state’s rendition of the EBT card as it is known outside of it. It is a debit card that has cash benefits and food stamps put on it.
