If you want to get DEA benefits, both you and the veteran or service member must meet certain standards.
The soldier or member of the military must have at least one of the following:
- A disability caused by their service has left them totally and permanently unable to do anything.
- Either they died because of a complication from their service, or they died while doing their job.
- They have either been over 90 days in captivity by an enemy force or gone missing in action.
- For more than ninety days, they were incarcerated or forcefully detained by a foreign power.
If you’re the child or spouse of a Veteran or service member who has died, is captured or missing you may be able to get help paying for school or job training through the Survivors’ and Dependents’ Educational Assistance (DEA) program.

Because of their service, they have a permanent and total disability for which they are in the hospital or getting outpatient care. They will likely be freed from treatment soon.
The dependent spouse or living spouse must fit one of the following categories:
- You are at least 18 years old.
- You’ve finished your secondary education or high school.
- Your eligibility for DEA benefits is unaffected by your marital status if you are a child of a veteran or active military member.
- You have to select one if you are eligible for the Fry Scholarship and the DEA program.
- You are unable to change to the other program once you have made this decision.

Nonetheless, the Fry Scholarship and the DEA both allow you to use transferred benefits.
Children of military personnel killed in action before August 1, 2011, are exempt from this rule and are eligible to participate in both programs, which together provide up to 81 months of instruction and training. However, only one program may be employed at a time.
Limitations on Age and Duration of DEA Benefit Use
Whether you have age or time restrictions on using DEA benefits depends on when you first become eligible for them.
There are no age or time restrictions on using DEA benefits if:
- For DEA benefits, the qualifying incident had to happen on or after August 1, 2023.
- On or after August 1, 2023, you become eighteen.
- You graduated from secondary school or high school on or after August 1, 2023.
There are age and time restrictions on your use of DEA benefits if:
- The qualification event took place before August 1, 2023.
- You are over eighteen as of August 1, 2023.
- You graduated before August 1, 2023, from high school.
- Benefits for children of veterans or military members begin at age 18 and are available for use for a maximum of eight years, subject to certain limitations.
You cannot use DEA benefits while serving in the armed forces, and to use them afterwards, you must have received an honourable discharge.
Your eligibility may be extended by serving in the military; this usually ends at age 31.
Benefits for spouses begin on the date of the veteran’s or service member’s passing, whichever comes first.
Benefits typically terminate ten years after the veteran’s enrollment, or twenty years if the veteran passes away while serving in the armed forces or is classified as totally and permanently disabled within three years of being released from service.

A monthly payment is made possible by the DEA program to assist with the expenditures of:
- College or graduate degree programs
- Career-training certificate courses
- Apprenticeships
- On-the-job training
- You may also receive educational and career counselling.
If your training started before August 1, 2018, benefits may last up to 45 months; if it started on or after that date, benefits may last up to 36 months.
To get DEA benefits, you need to show a Certificate of Eligibility to the Veteran Certifying Official at your school.
Each semester, you have to fill out a Veteran Enrollment Card within 30 days of the start of the term.
You need to let the Veteran Certifying Official know about any changes you make to your schedule, like adding or removing classes.
If you are transferring from another school, the VA Regional Processing Office needs to see a filled-out VA Form 22-5495.
