Noa Mills Biography: Noa A. Mills is a multifaceted and dynamic doer who is 25 years old. Professionally, Ms. Mills is a partnerships implementation specialist who collaborates with high-level CEOs, executives, and behavioral health giants to establish, maintain, and expand partnerships with the nation’s largest healthcare providers specializing in substance use recovery.
Noa is one of five children born to Dr. David and Bernadette Mills, who as pastors and community-focused leaders instilled in her the importance of service to others. This is where she discovered her passion for helping others.
Noa has devoted her life outside of the office to philanthropy and disseminating the message of limitless female achievement. In 2018, at the age of 20, she founded “ReThink Edu,” an organization dedicated to the advancement of societal education resources. Noa has made significant contributions to her community and the state of Delaware.
She has been honored with the Governor’s award for distinguished service in 2021 for the State’s most community-benefiting businesses. The Noa A. Mills Annual Scholarship, The Noa A. Mills community clean up service project, commemorated by the state with a highway sign, and taking her no ceilings message with her as Miss Delaware USA 2023 are among her most notable contributions.
Noa is also no stranger to business; as the daughter of two serial entrepreneurs, she has been invited to be a part of many relational and partnership development teams for various startups, including “Google TechStars”, Future Founders of Wilmington, DE, and is one of the youngest invited “Aspen Ideas: Health” Fellows due to her knowledge and contribution value to organizational processes.
Noa is a member of numerous communities and organizations, including Alpha Kappa Alpha Sorority Inc., the Miss USA/Universe Organization, and Forbes the Culture.
With a focus on showcasing female achievement, positioning excellence as a standard, and removing the limitations, boundaries and ceilings off of the mindsets of the generation coming behind her, it is her hope that her example gives others permission to think, be and achieve large.

Noa Mills Biography: Miss Delaware USA and Miss Delaware Teen USA are available for appearances statewide. We are pleased to support a broad range of organizations, including our military, youth, local businesses, charities, and community events. Our champions are accomplished public speakers who emphasize education, service, and self-worth. Miss Delaware USA and Miss Delaware Teen USA are available for special appearances, autograph sessions, and photo opportunities as brand ambassadors.
Throughout the year, Miss Delaware USA and Miss Delaware Teen USA are invited to numerous events. We appreciate every request to serve the community, but due to high demand, we are unable to accommodate every request. The more advanced notice you can provide, the more likely we are to be able to accommodate your request.
Noa Mills Awards
She has received the Governor’s award for outstanding service, written, passed Delaware regulation 615, 2.0 mandating schools to provide students with mental health resources in support of her passion for behavioral health, established The Noa A. Mills Annual Scholarship at the age of 21, created the Noa A. Mills community clean up service project at the age of 19, and published two books at the age of 16. As a member of Alpha Kappa Alpha Sorority, Inc., Forbes: The Culture, and an Aspen Ideas Fellow, she is accustomed to recognizing the impact of her efforts. Her life’s mission is to encourage others to think, be, and achieve great things.
Noa Mills was crowned Miss Delaware USA 2023 at the Laird Performing Arts Center, Tatnall School in Wilmington on April 30, 2023. Noa will now prepare to represent Delaware at the Miss USA 2023 competition in Reno, Nevada.
