Cooper led the under-18s to the semifinals of the FA Youth Cup in 2012–13, where they were defeated by Chelsea. Cooper oversaw the development of athletes such as Raheem Sterling, Trent Alexander-Arnold, and Ben Woodburn while at Liverpool. Cooper joined the FA in 2013 as an educator for junior coaches and also taught on the FA Wales A Licence course.
