Originally, the law included guidelines for the design of the licence plate, but they were eliminated following the automobile boom of the 1950s. Individuals were permitted to design their own licence plates so long as the characters were three inches tall. George F. Chamberlain was the first individual to receive a licence plate for his vehicle on May 2, 1901. A week after the law’s April 25 implementation, 17 individuals had already applied for licences. In one year, the number of number plates in the United States increased to 1,566.
Although labelling vehicles individually at the time was costly and time-consuming for both authorities and citizens, it was also a relief. Without proper marking or acknowledgment, state-specific regulations tormented vehicle owners. In the early 1890s, the Netherlands and France were ahead of the United States in establishing a national database for licence plates.
