SEBI PACL Refund Status Registration 2023: The Justice (Retd.) R. M. Lodha Committee (in the matter of PACL Ltd.) (the “Committee”) issued public notices on March 27, 2022, and April 12, 2022, requesting original PACL Registration Certificates from eligible investors with claims between Rs. 10,001/- and Rs. 15,000/- who receive an SMS from the Committee requiring submission of the same. The submission deadline for original certificates was June 30, 2022. The Committee has extended the submittal deadline for original PACL Registration Certificates until August 31, 2022.
SEBI refunds over 1 lakh investors – 1st Round
Subsequently, SEBI, investors, and the government made numerous statements, and the refund process was eventually initiated when the Lodha committee sent refunds to PACL investors whose claim amount was Rs 2500. In a press release, Sebi stated, “Retired Justice RM. In the case of PACL Limited, the Lodha Committee initiated the payment procedure to investors. To date, PACL Limited has paid out Rs 204.85 billion, affecting 8,31,018 investors.
SEBI provides refunds of up to Rs 10,000 to 12 Lakh PACL investors – Fourth Round
SEBI has issued a public notice asserting that more than Rs 429 crore has been paid to more than 12 lakh PACL investors. This is a great relief for PACL investors. The majority of them are minor investors who claimed up to 10,000 rupees in the company.
SEBI refunds PACL investors up to Rs 15,000 – Fifth Round
SEBI issued a public notice stating that there have been over one million PACL investors to date. The majority of them are minor investors who claimed up to 15,000 rupees in the company. If they did not receive a Refund payment SMS, they were asked to resolve their errors.
In addition, the Committee gave investors/applicants with claims up to Rs. 15,000/- the opportunity to correct deficiencies in their claim applications. 3,747 applicants in this category received a total of 2,45 crore rupees.

Refund Notice to PACL investors between Rs 15,001 and 17,000 – Sixth Round
Due to the difficulties encountered by investors in submitting the original certificates, the Committee has decided to make payments without requiring the original certificates for applications with outstanding balances between Rs. 15,000/- and Rs. 17,000/-. Within this range, Rs. 85.68 crores have been paid to 1,14,933 eligible applicants.

How do I submit an online SEBI PACL refund claim application?
- Investors claiming up to Rs.15,000 in PACL refunds have been refunded, concluding the five phases of refunds. SEBI India is now accepting claim applications from investors claiming more than Rs.15,000 in PACL refunds.
- Investors seeking refunds must submit their claim applications to www.sebipaclrefund.co.in by uploading scanned copies of their PACL policies and all pertinent information.
- The panel must receive the refund form applications by March 31, 2022.
- On the SEBI website, investors in PACL can view a complimentary demonstration video demonstrating how to fill out the PACL refund application form.

List of Required Documents for Online PACL Refund Request
- According to the PACL Certificate, the investor’s name Amount claimed (in rupees)
- Claimant’s mobile number
- PACL Scheme Payment Registration number
- Scan of the PACL Certificate Aadhaar or PAN Number Bank account number and IFSC code
- Whether the claimant has been allotted land.
- A scanned copy of your PAN or Aadhaar card bank statement displaying the last three transactions is required.
Lodha Committee informs all PACL investors to submit their claim applications at www.sebipaclrefund.co.in by March 31, 2022 at the latest. ’The following are the steps for submitting claim applications: Claimants must submit the following documents with their application: a PACL Certificate or receipt, a PAN Card, a photograph, and a cancelled cheque or bank verification letter.
- The link for the claim application will lead you to the homepage shown below. Click the ‘Registration’ icon on the right side of the page.
- The Registration form will open, requiring you to complete all required fields, including ‘PACL registration number,’ ‘Captcha Code,’ and ‘Mobile number. Click the ‘Generate OTP’ button.
- Enter the OTP sent to the registered phone number. You may also generate a new OTP if you inputted the incorrect one.
- After entering the OTP, you must enter a password of your choosing and validate it by entering it again. Click the checkbox next to “I accept the terms and conditions” and then click “Register.”
- After registering successfully, you can now log in to submit your claim.
- The logon page will appear, requesting the ‘PACL registration number’, ‘Password’, and ‘Captcha Code’. Next, Select Login.
- The following page will appear after login. Fill in your personal details, bank details, document details, and PACL certificate and receipt details.
- Step 1 of the logon page containing personal information appears as follows. Click the Save & Next button to proceed to the subsequent phase.
- Step 2 of the login page containing beneficiary bank account information appears as follows. Click the Save and Next button to continue.
- You must upload a digitised photograph, a copy of your PAN card, and a voided cheque or banker’s verification letter on the document details page of Step 3.
- In the final stage of the login process, you will be required to enter the PACL certificate and receipt information.
- When you select ‘Preview & Submit’ after entering all the required information, you will be presented with your claim application form.
- Check all the information you’ve entered on this preview page, and if you need to make any changes, click cancel to edit the wrong information, or select the ‘I agree’ checkbox and then the ‘Final Submit’ button.
- Following the submission of your claim application form, you will receive the following confirmation message with an acknowledgment number. The same information will also be sent via SMS to your mobile device.
- When you select Accept, the logon page will load. Enter your user ID, password, and captcha code, then click the login icon. Your Reference or Acknowledgement Number will be displayed on your personal information page.
