Trillium Line will not now operate before at least April 2024: According to OC Transpo’s general manager, Renée Amilcar, the Trillium Line has once again been delayed, and OC Transpo now expects to begin passenger service in spring 2024.

There was no firm commitment regarding the inauguration date, but OC Transpo is targeting April, according to Amilcar.

“We have heard from you very clearly that Ottawa doesn’t want to see a system that has been rushed into service,” Amilcar told members of the Ottawa light rail subcommittee on Friday morning, acknowledging that the further delay will be disappointing to riders.

The north-south line connecting transit to Carleton University has been out of service since the summer of 2020, as it is extended into the Riverside South neighborhood and a spur line to the Ottawa airport is added.

Amilcar mentioned a number of unresolved issues, such as the requirement to obtain building occupancy permits at all stations and to evaluate tunnel ventilation.

Currently, only five trains are being evaluated, and the city is deficient in staff training.

“We are slowly ramping up the number of trains and are slowly accumulating training hours,” she said. “As we look ahead to handover and start thinking about timelines for passenger service, we are fully aware of key outstanding work.”

Amilcar stated that TransitNext, a subsidiary of SNC-Lavalin, is “working diligently” to complete the preponderance of the project by the end of November. According to Amilcar, delaying the opening is a prudent decision because it will provide more time for winter testing and the chance to look for “latent or hidden defects” in the system.
