SNAP food bans coming in 2026: Full list of affected US states

Several US states will restrict SNAP food purchases in 2026, banning sugary drinks, sweets, and energy drinks as part of a federal push to promote healthier eating habits.

SNAP food bans in 2026: The US government has announced big changes for the Supplemental Nutrition Assistance Program, also called SNAP. These changes will affect millions of people across the country by 2026. The US Department of Agriculture, known as the USDA, said it will limit what people can buy with SNAP money in at least 18 states. The main goal is to stop the use of SNAP funds for food and drinks that offer little nutrition.

The new rules focus on cutting items like soft drinks, sugary drinks, energy drinks, and sweets. The federal government wants SNAP money to support healthier food choices. Officials say the program should help people eat better and stay healthy, especially children.

States where new SNAP limits will start

The USDA confirmed that the first group of states will begin these changes on January 1, 2026.

These states include:

  • Indiana, Iowa, Nebraska, Utah, and West Virginia.
  • Idaho, Oklahoma, and Louisiana will start in February.
  • Colorado will begin in March.
  • Texas, Virginia, and Florida will roll out changes in April.
  • Arkansas and Tennessee will join in July.
  • Hawaii and South Carolina will act in August.
  • North Dakota will start in September.
  • Missouri will implement changes in October.

Each state will apply its own rules, but all aim to remove food items that are seen as unhealthy.

  • In Iowa, SNAP users will no longer buy gum, chocolates, mints, sugary drinks, or snack mixes that include candy.
  • Indiana will block purchases of soft drinks and sweets made with sugar or sweeteners mixed with chocolate, fruit, or nuts.
  • Nebraska will focus mainly on banning energy drinks.

The USDA explained that these special permissions give states more control and help make sure government money goes toward healthier food choices.

Why the Government supports this move?

The changes match the “Make America Healthy Again” movement led by Health Secretary Robert F. Kennedy Jr. He believes that people can eat what they want, but public money should not pay for food that harms children’s health. The USDA also shared its view clearly, saying, “The goal is to improve health outcomes within SNAP,” in its official statement.

Supporters of the plan say it can help lower obesity rates and push families toward better eating habits. Iowa Governor Kim Reynolds said the SNAP program should focus more on protecting children and future generations.

Still, not everyone agrees. Groups like the Food Research & Action Center worry the new rules may confuse shoppers and store workers. They also fear the rules may make SNAP users feel judged. Some people who use SNAP say they do not have good kitchens or refrigerators, which makes buying fresh food hard.

Experts say about 1.4 million people will notice changes right away in January 2026. By the end of the year, around 13 million SNAP users across 18 states will be affected. In 2024, more than 41 million people used SNAP, making it the largest food help program in the United States.
