Introduced through the department of science, technology, and waste management, the MPYSA will be awarded annually to a qualified scientist in memory of the former Goa chief minister and Union defence minister who was a technocrat and utilised science and technology in state development projects, according to Levinson Martins, managing director of the Goa Waste Management Corporation.

“The purpose of the programme is to provide one award per fiscal year to a young Indian scientist based on the recommendation of an expert committee,” Martins explained.

The MPYSA expert committee will consist of a chairman and four members, including the chairperson of the organising committee for the Manohar Parrikar Vidyan Mahotsav as member convener. The remaining committee members will be eminent individuals, experts, or awardees for outstanding accomplishments in the fields of science, technology, innovations, and administration. The chairman will be an eminent technologist or scientist who has previously led a national scientific or technical organisation.
